Do you have to pay royalty fees for pop culture references?

We've all seen movies that refer to movies and music very briefly, but
do you have to pay royalty fees for lengthy pop culture references?

The best example I can think of is in 'Clerks' when Dante and Randal
get into a lengthy discussion about the uncompleted Death Star in
'Return of the Jedi'.

I'm trying to write a screenplay, so any advice would be greatly
appreciated :)
